I Love My Tribe. I Do. I Swear I Do

By Charles Forgrave

After reading the unit reports, you have to want to reach out, pinch the cute little dimpled cheeks of those representatives, snuggle them in, and reassure them that everything is going to be all right. They all seem to be trying so hard.

Four of the eleven that bothered with writing a report thought mentioning the Internet was worthwhile. Three of those four had nothing good to say about it, saying it provided only misinformation; but to chairperson McCoy’s credit, he did say it provided both accurate and inaccurate information, which is true of both it and the tribal newsletter.

What is most disturbing about the tribal newsletter is what it does not report. Of the eleven representatives reporting on January’s activities, only one thought the tribe’s problems was with the way it handles its business. That was director Malloy. You have to wonder after reading a unit report like Pine’s or Causley’s or Hallowell’s, or McCoy’s, what these representatives are thinking when blaming the tribe’s problems on individuals rather than on how it handles its business.

For example, the referendum held in the spring of 2010 needs implementing to separate the Chair and the CEO duties. Hey, the referendum passed. There is no higher law than it. The board does not have a choice as to whether to implement the results; it has a sworn constitutional duty to implement them.

Another example, is the vote on January 11 to settle the Boushour lawsuit, it was not legal. It did not meet the constitutional requirements of a vote to overturn a previous resolution. The board voted in 2004 to exhaust every possible legal remedy to recover all the money paid out to the Boushour key employees. That meant it had to appeal the case if it lost. Boushour and the seven key employees appealed their case several times, but the board failed to appeal its even once. A legal vote to overturn a previous resolution is seven directors of the thirteen…not six of them. The board voted six to four with two abstentions…clearly, not what parliamentarians refer to as the positive majority needed in this situation.

The point of these two examples is this: here we have two clear-cut cases of the board violating the constitution and getting away with it because they know they can… Who ever heard of a legislative body ruling on the constitutionality of its own legislation? The tribal judges will not rule on it because the board hires them. They are afraid for their jobs. The tribe needs independent elected judges and the board’s resolutions need to be ruled on by them.

Therefore, what is it with Pine, Causley, Hallowell, and McCoy…what is it with them? Do they think the Internet has to go away or everybody has to be supportive and cheer the board on for it to govern with success? After reading their unit reports, you get that impression. What these four directors need to do is wake up. Alternatively, if they are awake, they need to own up to it and do their work as if they are. Because the tribe needs to change how it does its business. Until they wake up and make the changes needed, and handle the membership’s business legally, members themselves are not going to have confidence in them or in their government. The stumbling and bumbling of the board will go on forever, as well as its internal struggles, which so completely exhaust many of its members.

The board did a better job this time of addressing tribal issues. Internet reporting deserves a great deal of the credit for it. This board often falls in line with Abramson, Boushour and Eitrem, who feel no obligation to answer to the membership…or to improve on the way in which the tribe does their business.

It is as if because the system is working for them, they could not care less.

Speaking of the Tribal paper, why does the election of Cathy Abramson a chair of a health committee deserve front page headlines ? The NIHB is an adviory board, required by law and has no real power or authority. And, since the board elected Cathy one has to wonder about their level of competence. I imagine this committee consists of reps of the various tribes. Oh yeah, Cathy will make a great chair. Look at her past performance on the STBoard. Her speech consists primarily of um, uh, oh, I don't know, I don't understand, no comment, and continuous grammatical errors. Yeah, let us hope that the role of Chair of the NIHB was one that no one really wanted and not that Cathy was the best of the lot.

Charles,

Thank you for taking the time to comment. I always find your comments to be interesting as well as informational. You always seem to bring clarity to topics that at times seem clouded because of the lack of information being provided.

The internet has become an informational highway for many sectors. What better vehicle can you find that has the potential of reaching multitudes of interested people.

Our tribal newspaper, website and BOD lack the integrity that is needed to make intelligent decisions about any information presented and so we look elsewhere for more information, thoughts and ideas.

This Blog for instance provides information to members such as myself as well as interested others.(Thanks Lynne!!) I only wish we could reach all of the membership, but that can happen if we all keep referring other members to this site.

Thank you Juli. It's great to know that there are many out there who appreciate the points of view presented here.

As usual, the arrogance of Princess Pine results in her being out of touch with member needs. She states that Board will be holding a strategic planning session in which the Board will identify five issues THEY can agree upon to work at resolving during the next year. Now can anyone see what is very wrong with that premise. The issues of need should not be what the BOARD ( in all their wisdom or rather lack thereof) can agree on, but what actually are the real needs. This should come from the members ! Not the Board. The members should be the ones determining what they believe the needs are, not what the Board is willing to agree upon. Time and again this Board misses the mark of what is truly important. More busy work with no results. I wonder if lowering the board salary, and cutting their benefits will make it on the list !

Right on the front page of the Tribal paper Joe McCoy admits he cost the Tribe $30,000 when he voted on the resolution to do business with Gatzaros. Remember in the past year McCoy was seen leaving the Ojibwe with Bouschor and Gatzaros. It seems McCoy has a problem keeping his zipper up.

Bernard must be flattered by how much you speak of him. I know I'd be flattered.

Anyone who would be flattered by criticism would be pretty dense. And BB is not the central person being discussed. That would be 'box of rocks' Abramson and Princess Pine.

Lynne Weaver said...

Oh Wendy...you are so silly.

Box of rocks #1 said "they must really like Bernard to talk about him so much." Box of rocks #2 said. "Yeah, someone ought to tell them that." So Wendy said "I'll do it...that'll fix them. Yeah, we are so much smarter than them."

Is it any wonder what has happened to our tribe with this sort of thinking behind it?!

There is a reason why Boushour gets a lot of attention: he's a threat to the tribe evolving into a democracy. He'll do anything to control boardmembers. He'll finance their campaigns, trade votes with them on anything, twist their arms where he can, con them and charm them and take them into his circle no matter what he has to do. He understands that whoever controls the board has the power to run the tribe without regard to its constitution; he did it himself for years. He got away with it because the tribe's government is flawed...broken as some would say. When he was chairman he surrounded himself with tribal lawyers and other key employees, who confirmed ways for him to get around the constitution and get away with whatever he wanted to...in regard to the membership and the board. Thank you, Charles Forgrave

You are so right Charles. As long as the Board controls everything then we the members will never have a clear or effective voice. And the employees will always be silenced over fear. Year after year I see Board Members trying to garner or keep support by voicing the same statements of wanting to develop effective employee protections and benefits. Big deal. They are not worth the paper they are printed on as long as the Board remains in total control of everything. Anything gained in one vote can be wiped away over night. We all saw that happen with McCoy when he went through and fired people without cause and stipped away employee protections. WHERE WERE YOU THEN CATHY A ? BIG DEFENDER OF THE PEOPLE ? WERE YOU OFF ON SOME HEALTH COMMITTEE MEETING ? Anyway, our employees will never have security with Board policies. They need to unionize and the Board needs to allow. I lost all faith in Aaron when he kept avoiding the issue. You cannot give lip service to being concerned about our employees and leave their economic futures in the hands of fickle board members. I had hoped more of DJ but I see she is waving that worn out flag of 'developing' employee protections. GIVE US A BREAK. UNIONIZING is the only hope our employees have.

i agree one hundred percent i did find it uplifting that director chase is letting the members know how she feels on these isues because out of all the directors on the board she has lost the most all her children were fired through the new mccoy administration because darcy had let tony goetze know of the daily stealing by russ and sheryl mckerchie for hotel rooms for family members and free meals she did not even get a chance to speak her side to the bod which is policie and procedures but because of cathys relationship she was fired and the shores has been a total debacle since people hate going to work there know but the bod does not care it is also interesting they vote to pay fred his vacation pay for stealing from tribe but will not pay darcy her 100 hours of accrued vacation pay it all boils down to who you are related to as long as the soo bod members are in power it will never change i feel best thing for the tribe is to get a chairman for outlying areas to get fair representation on the board

Tom Miller has his hand in every pocket he can find. He has been double dipping for years. I heard a rumor he wants to run for Chair. That would be the very end of us.

Our right to make changes through referendum is the one voice we have left....use it.
