Get the required signatures in, on time.
(1) An ordinance or resolution enacted by the Board of Directors shall be submitted
to a popular referendum upon petition of at least one hundred (100) eligible voters of the
Tribe presented to the Board in accordance with this section.
The petition shall bear the name and address of each signatory in legible form. The name
and address of the person circulating the petition shall also be included.
(3) All petitions must be received at the main administrative office of the Tribe, 523
Ashmun Street, Sault Ste. Marie, Michigan, by no later than the close of business of the next
business day following the expiration of thirty (30) calendar days from the date of enactment
of the ordinance or resolution of the Board of Directors which is the subject of the petition.
This provision is mandatory and jurisdictional.
Each petition submitted must contain the
original signatures; no copies, duplications or facsimiles may be submitted.

eligible voters case ballots shall be valid and binding and conclusive upon the Tribe

If there are witnesses to the Sault Tribe chairman limiting access to the petition forms and or stating "new rules" for qualified petitions, then the citizens have the opportunity that they have been looking for to recall the less than capable and highly influenced chairman.
He has demonstrated that tribal government is "behind closed doors", with a make it up as we go approach.
Under his leadership, Bouschor was allowed to enter back into tribal elections despite a binding referendum that prohibits that.
He was the tie breaking vote that entered the tribe into a foolish agreement for their "last chance" at a casino.
He has embarrassed the tribe with the strongly suggested rumors of his illicit affair with a Board Director.
It is thought that he was involved in an assault case early on in his term.
This guy is a buffoon that was elected by the core family votes to do Bouschor's bidding.
He has certainly done that. His term has been a total failure and waste of time for the Sault Tribe.
Now, it appears that he wants to limit the rights of the citizens.
It has been reported that he wants to create new rules that would seriously cripple the petitioner's efforts to exercise their rights under the constitution.
He wants to place new requirements that would cause a lengthy process to gather petition signatures.
He does not have that authority.
He has over stepped his bounds and has given the petitioner cause to start a recall.
